UN PRIMO PASSO PER IL PROCESSO DEMOCRATICO: PRINCIPI E VOLONTA’ DELLA SINISTRA ABERTZALE

Siamo indipendentisti, donne e uomini di diverse generazioni che abbiamo lavorato e continuiamo a lavorare per costruire e sviluppare un progetto di liberazione nazionale e sociale. Il nostro obiettivo è la costruzione di uno Stato proprio perché consideriamo che è l’unica forma per garantire totalmente la sopravvivenza e lo sviluppo pieno del Popolo Basco, in armonia e solidarietà con il resto dei popoli d’Europa e del mondo. È un nostro legittimo progetto politico, che intendiamo raggiungere con l’adesione maggioritaria della società basca.

L’attuale ordinamento giuridico-politico, che divide il nostro territorio e limita i diritti dei suoi cittadini e cittadine, si conferma come uno scenario che perpetua il conflitto politico e armato. Non permette che la cittadinanza basca possa decidere, liberamente, il suo proprio futuro.

In questo contesto, la violenza e lo scontro armato si sono prolungati più a lungo di quanto nessuno avrebbe desiderato, con costi umani e politici che tutti e tutte conosciamo. È nostra priorità superare questo scenario.

Queste tre ultime decadi del conflitto rendono chiara un’altra conclusione: siamo un movimento politico a cui il tempo ha dato ragione. Come dimostra, a partire da quella iniziale esigenza di rottura democratica rispetto al regime franchista, il “no” del Popolo Basco alla Costituzione spagnola, alla NATO o alla centrale nucleare di Lemoiz. Come dimostra il nostro sforzo per evitare che la trappola di questi statuti di autonomia si consolidasse. Come dimostra la nostra opposizione frontale al capitalismo selvaggio.

Non è stato solo sul terreno dell’opposizione e della protesta che noi indipendentisti e indipendentiste abbiamo vinto battaglie politiche e ideologiche. Le proposte di soluzione e per il futuro realizzate dalla sinistra abertzale, hanno fatto presa in ampi settori della società ed in alcuni casi, in modo maggioritario. Le iniziative per una soluzione negoziata, le idee per raggiungere un quadro democratico o le dinamiche di costruzione nazionale, hanno reso possibile indubbi avanzamenti nel processo politico basco.

In questi ultimi anni si è progredito su alcune questioni che hanno reso non solo desiderabile ma anche possibile, per tutta la cittadinanza, materializzare positivamente un cambiamento di fase politica: nel dibattito politico aperto nell’ultima decade – che ha collocato perfettamente i nodi da sciogliere per trovare una soluzione-; nel lavoro e nella lotta instancabili di migliaia di persone e settori sociali che hanno permesso di arrivare alle soglie dell’agognato cambio politico reale; nel lasciarsi alle spalle le conseguenze dannose di questo conflitto. Un cambio di fase politica che sostituisca lo scontro armato, il blocco e la mancanza di aspettative per il dialogo, l’accordo e una soluzione giusta, stabile e duratura per il paese.

Nel bene e nel male abbiamo portato il processo di liberazione verso una fase di cambiamento politico. Adesso si tratta di rendere questo cambiamento irreversibile. Materializzare il cambiamento esige anche cambiamenti in noi stessi e in noi stesse. Era necessaria una profonda autocritica e la stiamo facendo.

La sinistra abertzale ha ben presente che il punto non è conoscere o attendere quello che il resto degli attori politici e sociali sono disposti a fare, ma stabilire quello che noi dobbiamo e siamo disposti e disposte a fare. La nuova fase necessita nuove strategie, nuove politiche di alleanza e nuovi strumenti.

Partendo dalla considerazione che gli obiettivi da raggiungere, nella nuova fase, sono il riconoscimento nazionale di Euskal Herria ed il riconoscimento del diritto all’autodeterminazione, per arrivare al cambiamento politico è indispensabile una crescente accumulazione di forze e portare il contenzioso con gli stati sul terreno dove questi sono più deboli, ovvero quello politico. Per questo la lotta di massa, istituzionale ed ideologica, il cambio delle relazioni di forza e la ricerca di appoggio in ambito internazionale devono essere le fondamenta della nuova strategia.

Lo strumento fondamentale per la nuova fase politica è il Processo Democratico e la sua messa in moto, una decisione unilaterale della Sinistra Abertzale. Per il suo sviluppo si cercheranno accordi bilaterali o multilaterali; con gli attori politici baschi, con la comunità internazionale e con gli stati per il superamento del conflitto. In definitiva il Processo Democratico è la scommessa strategica della sinistra abertzale per ottenere il cambiamento politico e sociale.

Tutte queste considerazioni sono comunemente condivise nella Sinistra Abertzale nel quadro del dibattito che si sta sviluppando internamente, con responsabilità. Allo stesso tempo, attraverso questo dibattito, si intende assumere come propri per tutta la base militante e sociale i seguenti principi, che vogliamo condividere adesso con la cittadinanza basca, attori politici, sindacali e sociali del paese così come con la Comunità Internazionale:

1.La volontà popolare espressa attraverso vie pacifiche e democratiche, diviene l’unico riferimento del processo di soluzione democratica, sia per sancirne la sua messa in moto che il suo migliore sviluppo cosi come per raggiungere gli accordi che dovranno essere condivisi dai cittadini e cittadine. La Sinistra abertzale, come dovrebbero fare il resto degli attori politici, si impegna solennemente a rispettare ogni fase del processo decisionale che liberamente, pacificamente e democraticamente adotteranno i cittadini e le cittadine basche.

2. L’ordinamento giuridico-politico risultante, in ogni fase deve essere conseguenza della volontà popolare e deve garantire i diritti di tutti i cittadini e cittadine. Le cornici legali vigenti in ogni fase, non possono essere freno o ostacolo alla libera volontà popolare democraticamente espressa, ma devono essere bensì garanzia del suo esercizio.

3. Gli accordi da raggiungere nello sviluppo democratico dovranno rispettare e regolare i diritti riconosciuti tanto nella Dichiarazione Universale dei Diritti Umani, come nel Patto Internazionale dei Diritti Economici, Sociali e Culturali e il Patto Internazionali dei Diritti Civili e Politici, cosi come altre normative internazionali concernenti i Diritti Umani, siano essi individuali che collettivi.

4. Il dialogo politico inclusivo, a parità di condizioni, diviene il principale strumento per raggiungere accordi tra le differenti sensibilità politiche del paese. La sinistra abertzale dichiara la sua totale volontà di essere parte di questo dialogo.

5. Nel quadro del processo democratico il dialogo tra le forze politiche deve avere come obiettivo un Accordo Politico risolutivo, che dovrà essere approvato dalla cittadinanza. L’accordo risultante dovrà garantire che tutti i progetti politici possano non solo essere difesi in condizioni di pari opportunità ed in assenza di qualsiasi forma di coercizione o ingerenza ma che possano materializzarsi se questo è il desiderio maggioritario della cittadinanza basca espresso attraverso i procedimenti legali idonei.

6. Il processo democratico deve svilupparsi in assenza totale di violenza e senza ingerenze, mediante l’utilizzazione di vie e mezzi esclusivamente politici e democratici. Partiamo dal convincimento che questa strategia politica renderà possibili i progressi in un Processo Democratico. Sud Africa e Irlanda sono, in tal senso, l’esempio.

7. Rinnoviamo il nostro impegno con la proposta di Anoeta. In linea con essa, si devono stabilire un processo di dialogo ed accordo multipartitico a parità di condizioni tra l’insieme delle forze del paese, che favorisca la creazione di un quadro democratico con il quale la cittadinanza possa decidere liberamente e democraticamente rispetto al suo futuro come deciso dalla volontà popolare. Questo processo, deve basarsi sui principi del senatore Mitchell. D’altro canto, deve stabilirsi un processo di negoziazione tra ETA e lo Stato spagnolo che contempli la smilitarizzazione del paese, liberazione di prigionieri e prigioniere politiche basche, ritorno di esiliati ed esiliate e un trattamento giusto ed equo alle delle vittime del conflitto.

Per tutto questo, riaffermiamo la nostra posizione senza riserve rispetto ad un processo politico pacifico e democratico per raggiungere una democrazia inclusiva dove il popolo basco, libero e senza intimidazione di alcun tipo, determini liberamente il suo futuro.

We are pro-independence men and women from different generations that have been
working and continue to work in the construction and development of a project for national
liberation. Our objective is the construction of our own state, since we believe it is the only
way of fully guaranteeing the survival and full development of the Basque Country, in
harmony and solidarity with the rest of people in Europe and the World. This is our
legitimate political project which we are planning to achieve with the support of the majority
support of Basque Society.
The current legal and political framework, which divides our territory and limits the
rights of its citizens, has been proven to perpetuate political and armed conflict. It does not
allow Basque citizens to decide their own future without constraints.
In this context, the situation of violence and armed confrontation has lasted much
longer than anybody would have wished, with the associated human and political costs
that everybody knows. Our priority is to overcome this scenario.
The last three decades of conflict have led us to another conclusion: We are a
political movement which has been proven correct by the course of time. This is
demonstrated by events such as the initial demand of a democratic break with Franco’s
regime, the rejection by the Basque People of the Spanish Constitution, NATO and the
nuclear power station of Lemoiz. It is demonstrated by our efforts to avoid the
consolidation of the trap implicit in statute of autonomy. It is also demonstrated by our
opposition to rogue capitalism.
It is not only in the fields of opposition and protest where the pro-independence
movement has won political and ideological battles. The proposals for the future and for
solutions recommended by the Abertzale Left have been accepted by significant social
sectors, on occasion by the majority. The initiatives for a negotiated solution, the plans to
achieve a new democratic framework and the dynamics of national construction, have
allowed for unquestionable advances in the Basque political process.
In the last few years we have made progress in some questions which have made
not only desirable but also possible the materialisation of a change of cycle for the whole
citizenship; in the political debate of the last decade, which has clearly identified difficult
problems which require a solution; In the tireless work and struggle of thousands of
persons and social sectors that have permitted us to arrive at the door of the desired real
political change; as well as to leave behind the undesirable consequences of this conflict.
A change of cycle that will replace the armed confrontation, blockade and lack of prospects
with dialogue, agreement and a just, stable and lasting solution for our country.
With correct decisions and with errors we have brought the liberation process to the
phase of political change. Now, the issue is to make this change irreversible. Materialising
this change also requires changes in ourselves. There was a need for a profound selfcriticism,
and we are doing it.
The Abertzale Left understands that the issue is not so much knowing and waiting to
see what the other actors are ready to do, but to what we need to do. This new phase
needs new strategies, new political alliances and new tools.
Acknowledging that the objectives to reach in this new phase are the national
recognition of Euskal Herria and the recognition of the right to Self-Determination, it is
necessary to increase the accumulation of forces and to move the confrontation with the
states to the field in which they are weaker. That is the political field. This is why mass,
institutional and ideological struggle, the change in existing balance of forces, as well as
seeking international support have to be the fundamental pillars of the new strategy.
The basic instrument for the new political phase is the Democratic Process. Its
activation is a unilateral decision of the Abertzale Left. Its activation will require us to look
for bilateral or multilateral agreements; with Basque political actors, with the international
community and with both states for the resolution of the conflict. Definitively, the
Democratic Process is the strategic objective of the Abertzale Left in order to reach
political and social change.
All these considerations are commonly shared in the Abertzale Left within the debate
that is being held with responsibility. At the same time, though this debate, we are trying to
reinforce and internalise in all of our social and activist base the following principles, which
now we want to share with Basque citizens, political, trade unions and social actors of the
country as well as with the international community:
1. The popular will expressed through peaceful and democratic means is
the only reference for the process of arriving at a democratic solution. This will
increase confidence in its set up and optimal development as well as in the
achievement of agreements that will have to be backed by the citizens. The
Abertzale Left, as should also be done by the other agents, make the solemn
commitment to respect in each phase of the process the decisions that could be
freely and peacefully made by the Basque citizens.
2. The legal and political framework resulting at each moment shall be
the consequence of the will of the people, and shall guarantee the rights of the
whole of the Basque citizenship. The legal framework prevailing at any time cannot
be an obstacle or impediment to the popular will, freely and democratically
expressed, but a guarantee of its implementation.
3. The agreements to be obtained in the development of the democratic
process shall respect and regulate the rights recognised by the Universal
Declaration of Human Rights, the International Covenant on Economic, Social and
Cultural Rights and the International Covenant on Civil and Political Rights. It must
also recognise other international human rights treaties that may concern individual
or collective rights.
4. Inclusive political dialogue and equal conditions should be the main
tools to reach agreement between the different political sensitivities in the country.
The Abertzale Left expresses a complete willingness to take part in this dialogue.
5. In the framework of the democratic process, dialogue between political
forces should aim for a solution based on political agreement which will be subject
to referendum. The resulting agreement should guarantee that all political projects
could not only be defended with equal opportunities and without any pressure or
external interference but they could also be implemented if that was the desire of
the majority of the Basque citizenship, expressed though the available legal
procedures.
6. The democratic process must be developed in an complete absence
of violence and without interference, by the use of exclusively political and
democratic means. We are convinced that this political strategy will make advances
in the democratic process. South Africa and Ireland are good examples.
7. We reiterate our commitment to the Anoeta Proposal. According to
this, there should be a process of multi-party dialogue, where all the forces in this
country would participate under equal conditions. This process will take on board
the achievement of a democratic framework through which the citizenship will be
able to decide its future freely and democratically, without any other limit than the
will of the people. We understand that this process has to be conducted in
accordance with the Mitchell principles. We show our commitment with those
principles. On the other hand, a process of negotiation has to be established
between ETA and the Spanish government on questions regarding the
demilitarisation of our country, the release of Basque political prisoners, the return
of those exiled and a just and fair treatment for all the victims of the conflict.
For all this, we declare without reservations our support for a peaceful, political and
democratic process in order to achieve an inclusive democracy, where the Basque people
freely and without any intimidation of any kind will be able to decide their future.
